Minisiteri y’ibidukikije n’Ikigo cy’Igihugu cyo Kubungabunga Ibidukikije (REMA) cyatangiye gukora ubukangurambaga bugamije kwibutsa Abaturarwanda bose ko bitemewe gushyira ibikorwa mu butaka bufatwa nk’ubuhumekero bw’ibiyaga n’imigezi, kuko ari umutungo rusange wa Leta.

Ubutaka buri muri metero 50 uvuye ku nkombe z’ibiyaga na metero 10 uvuye ku nkombe z’imigezi buri mu mutungo rusange wa Leta, hashingiwe ku iteka rya Minisitiri N°007/16.01 ryo kuwa 15/07/2010 rigena uburebure bw’ubutaka ku nkombe z’ibiyaga n’imigezi bushyizwe mu mutungo rusange wa Leta.

Itegeko N°48/2018 ryo kuwa 13/08/2018 rigenga Ibidukikije mu ngingo yaryo ya 42, rivuga ko bitemewe gushyira ibikorwa by’ubuhinzi cyangwa inyubako mu butaka buri muri izo metero.

Minisitiri w’Ibidukikije Dr. Jeanne d’Arc Mujawamariya avuga ko “Nta bikorwa cyangwa inyubako byemewe ku butaka buri muri iyo ntera, kereka ibikorwa bigamije kubungabunga inkombe z’ibiyaga n’imigezi, cyangwa ibindi bikorwa byemewe na Mnisitiri w’ibidukikije, kandi bigaragara ko ibyo bikorwa bitangiza ibidukikije, kandi hakaba habanje gukorwa inyigo y’isuzumangaruka (Environmental Impact Assessment) ku bidukikije”

Ubutaka bushyizwe mu mutungo rusange wa Leta buvugwa muri iryo teka bufatwa nk’igice gikomye. Umuyobozi mukuru w’Ikigo cy’Igihugu cyo Kubungabunga Ibidukikije (REMA), Juliet Kabera, avuga ko “inkengero z’ibiyaga n’imigezi iyo zitabungabunzwe neza, bigira ingaruka nyinshi zirimo ihumana ry’amazi y’ibiyaga n’imigezi biturutse ku bikorwa bya muntu bikorerwa mu nkengero za yo, ndetse no kwangirika k’urusobe rw’ibinyabuzima (inyamaswa n’ibimera) biba mu mazi y’ibiyaga n’imigezi no ku nkombe za byo”

Inyigo yakozwe na REMA muri 2008, yerekanye ko u Rwanda rufite ibiyaga 101 n’imigezi 863 (harimo imigezi minini 747  n’imigezi mito 116) ibarirwa uburebure bw’ibirometero 6462.

Mu mwaka wa 2019 nanone REMA yakoze indi nyigo (Guidance for Rational Management of Lakeshores Towards Sustainable  Development in Rwanda), hagamijwe kwerekana uburyo ubutaka buri muri metero 50 uvuye ku biyaga bwakoreshwa mu kubibungabunga, ariko nanone Minisiteri y’Ibidukikije ibanje kubitangira uruhushya kugira ngo ubwo butaka bukoreshwe neza.

Ni inyigo yakorewe ku biyaga bya Kivu, Mugesera, Muhazi Rweru na Burera ikaba igaragaza inkombe z’ibiyaga zikwiye kubungabungwa mu maguru mashya hagendewe ku nkombe zifite ibishanga, izifite ubutaka buhanamye bushobora gutwarwa n’isuri, ndetse n’izifite ubutaka bworoshye.

Inkombe z’ibiyaga, nk’uko byagaragajwe n’iyo nyigo, ni ibice bibangamiwe bikeneye kubungabungwa, gukorerwaho ibikorwa by’ubushakashatsi, cyangwa ibikorwa bizamura imibereho y’abaturage ariko mu gihe Minisiteri y’Ibidukikije yabitangiye uruhushya

Ikigo REMA kirasaba ubufatanye bw’Inzego za Leta, Abikorera, Imiryango Itari iya Leta ndetse n’Abaturarwanda muri rusange, kurushaho kubungabunga no kurinda inkombe z’ibiyaga n’imigezi hagamijwe iterambere rirambye.
