A suspected impersonator identified as Schadrack Mayisha, 40, was arrested Friday, August 12, at Muhima Computer-Based Driving Test Centre in Nyarugenge District, where he was attempting to do theory driving tests for three candidates.
Mayisha is an instructor at one of the driving schools in Kigali.
Rwanda National Police (RNP) spokesperson, Commissioner of Police (CP) John Bosco Kabera said that the case involves two other people, including a Police officer, who is also under investigations.
“Mayisha was arrested by the department of Testing and Licensing (TL) as he attempted to do computer-based provisional driving tests for three candidates, namely, Fausta Mbabazi, Jean Bosco Twizerimana and Jean D’Amour Munguyiko,” CP Kabera said.
He added: “The Police officer involved in this case, who is suspected to have helped Mayisha to enter in the computer room without being checked, has also been arrested. The third person is also a driving school instructor, who has been identified as Mouhamed Nyamujojonge, who is yet to be arrested.”
CP Kabera said that Mayisha, who already has Category B driver’s license, was unearthed by the Police invigilators, who found him in possession of registration codes for the three candidates.
Mayisha claimed that he was supposed to be paid by the candidates after passing the theory driving tests. He was handed over to RIB for further investigations while efforts to arrest his accomplices is still ongoing.
CP Kabera warned aspiring driver’s against such criminal tendencies.
Article 277 of the law determining offences and penalties in general provides that any person who, by fraud, acquires for oneself or unduly issued domestic or foreign travel documents, degrees or certificates, transcript or report, driving license and other documents issued by competent authorities; commits an offence.
Upon conviction he is liable to imprisonment for a term of not less than five (5) years and not more than seven (7) years with a fine of not less than one million Rwandan francs (FRW 1,000,000) and not more than three million Rwandan francs (FRW 3,000,000).
Under article 4 of law n° 54/2018 of 13/08/2018 on fighting against corruption, any person who solicits, accepts or receives, by any means, an illegal benefit for himself/ herself or another person or accepts a promise in order to render or omit a service under his or her mandate or uses his or her position to render or omit a service commits an offence.
Upon conviction, he/she is liable to imprisonment for a term of more than five years but not more than seven years with a fine of three to five times the value of the illegal benefit offered, solicited or received.
Penalties provided under this article also apply to a person, who offers or promises to offer a benefit, by any means, an illegal benefit for him/ herself or another person to have a service rendered or omitted.
