This event was an opportunity to establish legislative oversight of climate decisions, through the enhanced capacity of Members of Parliament to oversight climate action decisions informed by contemporary discourse.

This program effectively briefed legislators across Africa on the current negotiation items, empowering them to drive positive progress on the continent and beyond. During discussions policy and legislative priorities were outlined for strengthening climate action at country and regional levels to deliver broad-based outcomes; and recommendations on priority actions for legislators and political leadership in Africa in catalyzing positive global decisions in the build-up to COP29 and COP30.

The role of lawmakers, undeniable stake in influencing Adaptation Finance

Dr. Augustine Njamnshi, the Executive Director of ACSEA, emphasized the priority of financing adaptation and supporting access to energy in Africa. He pointed out that many communities in sub-Saharan Africa lack access to electricity and clean cooking energy, while developed countries heavily rely on fossil fuels. He highlighted the shift to renewable energy as the primary solution to decarbonizing, improving, and bringing hope to the lives of over 630 million sub-Saharan Africans living without electricity.

“Lawmakers know that Africa emits less compared to developed countries. The development of developed countries has been reliant on fossil fuels, which has led to the environmental issues we are facing today. It is essential that we transition to renewable energy sources and put an end to greenhouse gas emissions. We must recognize that renewable energy is the way forward, and it won’t be long before we can eliminate our dependence on fossil fuels. It’s time to consider new pathways for development and put an end to harmful emissions” – Dr Augustine Njamnsh.

Candid conversations between parliamentarians, CSOs, and other stakeholders stressed the role of the lawmakers in the process and they insisted on always being involved. It is from this perspective, Dr. Mithika Mwenda unpacked the role of parliamentarians in the continent, needs and priorities, and how collaborations should lead the efforts to address climate finances, adaptation finance, and New collective quantified Goals.

Parliamentary Role in Climate Action

 He said that Parliamentarians have a vital role in developing, overseeing, and implementing climate policies, and their engagement is crucial for effective climate action.

Global Disparities

While parliaments in regions like Europe and the U.S. are actively shaping climate negotiations, the Executive Director of PACJA added that African parliaments are less influential and need to strengthen their participation in global climate governance.

Collaboration and Leadership

Dr Mithika urged African parliamentarians to collaborate with other arms of government, Pan-African institutions, and non-state actors to enhance climate response mechanisms and advocate for Africa’s interests.

Legislative Updates and Adaptation

He affirmed that Continuous updates to climate policies and legislation are necessary, particularly focusing on adaptation, finance, and addressing the specific needs of vulnerable communities.

Need to Address Financial Challenges

 He reiterated that there is a need to tackle financial issues such as debt distress, climate finance, and the fair utilization of Africa’s natural resources to support climate action.

 Parliamentarians are encouraged to stay informed, actively participate in legislative processes, and work collaboratively to anchor effective climate action.
